法国参议院通过退休制度改革方案

法国参议院周六（3月11日）晚表决通过了总统马克龙提出的并不受欢迎的退休制度改革法律草案。
Onehundredandninety-fivemembersoftheupperhouseoftheFrenchParliamentvotedforthetext, whosekeymeasureisraisingtheretirementagebytwoyearsto 64, while 112 votedagainst.
马克龙政府新的退休制度改革计划将退休年龄从62岁提高到64岁。法国参议院以195票赞成，112票反对的表决结果，通过了相关法律草案。

抗议活动为了向法国政府施压，要求撤销退休制度改革计划。而法国政府却认为，该计划对于确保养老金体系不会无钱可用至关重要。
"Afterhundredsofhoursofdiscussions, theSenateadoptedthepensionreformplan. Itisakeysteptomakeareformhappenthatwillguaranteethefutureofourpensionsystem," PrimeMinisterElisabethBornewroteonTwitter. Sheaddedthatshewas "totallycommittedtoensurethetextwillbedefinitivelyadoptedinthecomingdays".
“经过数百个小时的讨论，参议院通过了养老金改革计划。这是实现改革的关键一步，这将保证我们养老金体系的未来。”法国总理伊丽莎白?博尔内在推特上写道，“我们完力确保该法律草案在未来几天内获得正式通过。”
NowthattheSenatehasadoptedthebill, itwillbereviewedbyajointcommitteeoflowerandupperhouselawmakers, probablyonWednesday.
在法国参议院通过后，该计划可能会在15日被提交给由国民议会和参议院议员共同组成的联合委员会进行审查。

如果委员会就文本内容达成一致，两院的最终投票可能会在16日进行。国民议会的投票情况仍然不确定，因为马克龙的政党需要盟友支持才能获得多数票。

但即使投票未通过，法国政府仍然可以通过宪法49-3条款推动计划实施，该条款授权法国总理在不经过议员修改或投票的情况下履行政府制定法律的责任。
