TheNorwegianGovernmentisdoingitsbesttokeeptheoilindustryundercontrol. Anewlawlimitsexplorationtoanareasouthofthesouthernendofthelongcoastline; productionlimitshavebeenlaiddown (thoughthesehavealreadybeenraised); andoilcompanieshavenotbeenallowedtoemploymorethanalimitednumberofforeignworkers.
Buttheoilindustryhasawayofgettingoversuchproblems, andfewpeoplebelievethattheGovernmentwillbeabletoholdthingsbackforlong.
AsonNorwegianpoliticiansaidlastweek: "Wewillsoonbechangedbeyondallrecognition."
Eversincethewar, theGovernmenthasbeencarryingoutaprogrammeofdevelopmentintheareanorthoftheArcticCircle. Duringthepastfewyearsthisprogrammehashadagreatdealofsuccess: Tromsohasbeenbuiltupintoalocalcapitalwithauniversity, alargehospitalandahealthyindustry.
Buttheoilindustryhasalreadystartedtodrawpeoplesouth, andwithinafewyearsthewholenorthernpolicycouldbeinruins.
Theeffectsoftheoilindustrywouldnotbelimitedtothenorth, however. Withnearly 100 percentemployment, everyonecanseeasituationdevelopinginwhichtheserviceindustriesandthetouristindustrywilllosemoreoftheirworkerstotheoilindustry. Somesmallerindustriesmightevendisappearaltogetherwhenitbecomescheapertobuygoodsfromabroad.
TherealargumentoveroilisitsthreattotheNorwegianwayoflife. Farmersandfishermendonotmakeupmostofthepopulation, buttheyareanimportantpartofit, becauseNorwegiansseeinthemmanyofthequalitiesthattheyregardwithprideasessentiallyNorwegian.
Anditisthefarmersandthefishermenwhoaremostcriticaloftheoilindustrybecauseofthedamagethatitmightcausetothecountrysideandtothesea.
