      TodayIhavethehonortobeinvitedtogiveabriefreportontherelationshipbetweenChinaandthemultinationaltradingsystem, whichisaverycomplicatedissue. WhiletheuniversitywantedmetotalkaboutChina'sjourneyintotheWorldTradeOrganizationandtheeconomicprospectsafteritsentry, Iwilltrytopresentareviewofthisnegotiationprocess, sincemostofyouhereareyoungandknowlittleaboutChina'sWTOentrynegotiations.
      ThreeyearsafterChina'sWTOaccession, werealized, moreandmore, thatthe 15 yearsofnegotiation, inparticularthelast 10 years, isanextraordinarilypainfulprocess. Tosomeextent, thisprocessreflectsthecomplexityandhardshipsaccompanyingChina'sreformandopeningup, demonstratesourpoliticalcourageinthisprocessandshowshowtheworldisgraduallyacceptingandadjustingtoarisingpower. SoareviewoftheWTOentrynegotiationsreflectssomemajorhistoricalchangesofChina.
      The 15 years'negotiationsfrom 1986 to 2001 canbedividedintothreephases, andwelearnedalotofimportantthingsduringeachofthem. Duringthefirstsixyearsfrom 1986 to 1992, asImentionedinmyreportrightaftertheentry, thenegotiationsconcentratedonthemarketeconomy. NowtheconceptofmarketeconomyiswidelyacceptedinChina. However, youmaynotbelievethatbeforetheyear 1992, marketeconomyisactuallyataboophraseinChinaandtheadoptionofmarketeconomyequalstheadoptionofcapitalism.
      WeallknowthatGATT, orlatertheWTO, isaglobalclubofmarketeconomiesandoneindispensablepreconditionforjoiningthisclubistheacknowledgementofmarketeconomy. Unfortunately, wewereunabletomeetthiscriticalrequirementatthattime, whichmadethenegotiationextremelydifficult. WeallknowthatChina'seconomicsystembackthenwascalled "acommodityeconomysystemwiththecombinationofplannedandmarketregulations"—arathercomplexone. Andourcounterpartshadnoclearideaaboutcommodityeconomy. TheythoughtthatChina'seconomicsystemwassomethinglikevariouscommoditiesstackedupinadepartmentstore. Therefore, wewenttogreatlengthstoexplainthecommodityeconomyonlytofindthattheystillcouldn'tpersuadethemselvestoacceptit.
      Inaddition, theydidn'tbelieveit'spossibletoadoptbothmarketandplannedregulationsatthesametime. Intheirmind, marketregulationisobjectiveandsubjecttotheobjectiveeconomicruleswhereasplannedregulationissubjectiveanddeterminedbygovernmentaldecisionsandpolicies. Thetwocanneverbecombined. Ofcourse, weexplainedtothemthatthiskindofcombinationisfeasibleinChina. Andtheythensaidthatthiskindofcombination, thoughfeasible, wouldresultinnon-transparency, instabilityandthelackofpredictabilityofChina'seconomysystemsimplybecausewecouldnotdeterminetherighttime, vigorinadoptingeitherofthem.
