尊敬的蕾特诺外长，各位同事：
ItissuchapleasuretoattendthisG20 ForeignMinisters'?Meeting. IthankForeignMinisterMarsudiandtheIndonesiangovernmentforthethoughtfularrangementsmadefortheChinesedelegation.
很高兴出席这次二十国集团外长会。感谢蕾特诺外长和印度尼西亚政府为中国代表团作出周到安排。
Aswemeet, theworldisstrugglingagainsttheprotractedpandemic, anunstablesecuritylandscape, anddownwardpressureontheeconomy. Worldpeaceanddevelopmentisconfrontedwithmajorchallenges. TheinternationalcommunityislookingtotheG20 tobuildglobalconsensusandpromoteinternationalcooperation, andgiveconfidence?and?hope?toaworldofuncertainties.
我们相聚在新冠疫情持续延宕、国际安全形势动荡不安、世界经济遇挫下行的时刻，世界和平与发展面临重大挑战。国际社会期待二十国集团凝聚国际共识、促进国际合作，为充满不确定性的世界传递信心和希望。
TheG20 originatedfromtheinternationalcooperationinresponsetotheglobalfinancialcrisis. The?declarationofthefirstsummitclearlystatesthat "weareconfidentthatthroughcontinuedpartnership, cooperation, andmultilateralism, wewillovercomethechallengesbeforeus."?Giventhe?current?circumstances, itisimperativethatwerevisit?thisoriginalpurposeandworkascooperationpartnersfortruemultilateralism.
二十国集团发端于应对全球金融危机的国际合作。成立之初的首次峰会公报中明确表示，“相信通过持续的伙伴关系、合作和多边主义，我们将克服面临的挑战”。当前形势下，我们有必要重温这一初心，坚持践行真正的多边主义。
–?Weshouldbepartnersofmutualrespectandequalconsultation. Internationalaffairsshouldbehandledbyallcountriesthroughconsultation, andinternationalrulesjointlyformulatedandobservedbyallcountries. Intheworld, thereisonlyoneinternationalsystem, i.e.,?theinternationalsystemwiththeUnitedNationsatitscore. Thereisonlyoneinternationalorder, i.e.,?theinternationalorderunderpinnedbyinternationallaw. Imposing?therulesmadebyacertaincountryorgrouponothersistheantithesisofmultilateralism.
——我们要做相互尊重、平等协商的伙伴。国际上的事情应由各国一起商量着办，国际规则应由各国共同制定和遵守。这个世界只有一个体系，就是以联合国为核心的国际体系。只有一个秩序，就是以国际法为基础的国际秩序。把某个国家或集团制定的规则强加于人，就是站在了多边主义的对立面。
–?Weshouldbepartnersofpeacefulcoexistenceandwin-wincooperation. Onecanonlyensureitsownsecurity?when?ittakesothers'?securityseriouslyand?upholdsthesecurity?ofall. Attemptsbyacertaincountrytoputitsownsecurityabovethatofothers, strengthenmilitaryblocs, create?anideologicalironcurtain, oreventhreaten?toshapeothers'?surroundingenvironmentbyone'sownstandardswillonlycauseconflictandconfrontationandsplittheinternationalcommunity.?Theywouldonly?makeoneevenlesssafe.
——我们要做和平共处、合作共赢的伙伴。重视别人的安全，维护大家的安全，才能真正实现自己的安全。将本国安全凌驾于别国安全之上，图谋强化军事集团、制造意识形态铁幕，甚至要按照自己的标准塑造别国的周边环境，只会引发冲突对抗、分裂国际社会，反而会让自己更不安全。
– Weshouldbepartnersofopenness, inclusivenessandconnectivity. Whileitisalrightforcountriestohavefaircompetitionwitheachother, theyshouldnotengageinviciouscompetitionorevenmaliciousconfrontation. Beggar-thy-neighboreconomicpolicies, buildingasmallyardwithhighfences, andformingclosedandexclusionary?smallcirclesallruncountertothetrendofthetimes.?Thosewhoattempttoisolateotherswillendupisolatingthemselves.
——我们要做开放包容、互联互通的伙伴。国与国之间可以公平竞争，但不应恶性竞争甚至恶意对抗。采取以邻为壑的经济政策，筑“小院高墙”，搞封闭排他的“小圈子”，都是逆潮流而动。企图孤立别国者，最终必将孤立自己。
Colleagues,
各位同事！
AsanIndonesianproverbsays, "Heavyweshouldertogether, lightwecarrytogether". Chinahopes?toworkwithallotherG20 memberstoovercomedifferenceswithsolidarity, replaceconfrontationwithcooperation,?andtranslatethespiritofmultilateralismintoconcreteactionsforsafeguardingworldpeaceandpromotingcommondevelopment.
印尼有句谚语说“重同挑，轻同提”。中方希望与其他二十国集团成员一道，让团结战胜分歧、合作替代对抗，把多边主义的精神落实到维护世界和平、促进共同发展的具体行动上。
– Wehopetoworkwithallsidestofacilitatetalks, andwealwaysstandfirmlyonthesideofpeace. RussiaandUkrainearebothfriendsofChina. Wehopethetwosideswillrealizepeacethroughdialogueandconsultation.
——我们希望与各方共同劝和促谈，坚定站在和平一边。俄罗斯和乌克兰都是中国的朋友，期待双方通过对话协商谈出和平。
Thepressingpriorityistoachieveanearlier?ceasefire, easethehumanitariancrisisandpreventtheconflictfromdraggingonandexpanding. ChinahasprovidedUkrainewithtwobatchesofhumanitarianassistanceworthof 15 millionyuan. Andwesoonwillprovideanother 20 millionyuanofemergencyhumanitariansupplies.
当务之急是尽快实现停火止战，缓解人道主义危机，防止冲突长期化、扩大化。中方已向乌克兰提供2批共1500万元人民币人道主义援助，近期还将追加2000万元人民币紧急人道主义物资援助。
NATOandtheEUshouldconductseriousandcomprehensivedialoguewithRussiaandworktogetherforabalanced, effectiveandsustainablesecurityarchitectureforEurope. Limitlessunilateralsanctionsareunsustainable, andattemptstoheightentensionsandstokeconfrontationarenot?helpfulforpeacetalks.
北约、欧盟应当同俄罗斯开展认真和全面对话，共同构建均衡、有效、可持续的欧洲安全架构。无节制的单边制裁不可持续，渲染紧张、挑动对立更无助于促进和谈。
–?Wehopetoworkwithallpartiesonmacroeconomicpolicycoordinationtopromoteinclusiverecoveryandgrowthoftheworldeconomy, andrealizethevisionof "RecoverTogether, RecoverStronger"?setbythisyear'sG20 President. Tothisend, weshouldacttokeeptheglobalindustrialandsupplychainsstableandeasetheglobalinflationarypressures.
——我们希望与各方协调宏观经济政策，推动世界经济包容性复苏和增长。实现主席国确定的“强劲复苏，共同复苏”愿景。为此，要采取行动维护全球产业链供应链稳定，缓解全球通胀压力。
Weshouldacton?theconsensusofWTO's 12thMinisterialConference, strengthenthemultilateraltradingsystem,?andfosteranopen, transparentandnon-discriminatoryinternationaltradingenvironment.
要落实世贸组织第十二届部长级会议共识，加强多边贸易体制，营造开放、透明、非歧视的国际贸易环境。
Moreimportantly, economieswhoareissuersofmajorreservecurrenciesshouldtaketheirdueresponsibilitiestopreventnegativespilloversoftheirmonetarypolicyadjustments.
主要储备货币发行经济体更要承担应有的责任，避免货币政策调整的负面外溢效应。
Weshouldalsokeepdevelopmentapriorityof?G20 cooperation,?andstepupcollaborationinsuchareasaspovertyreduction, COVID-19, infrastructure,?andgreendevelopment.
我们还要继续把发展作为二十国集团合作优先领域，在减贫、抗疫、基础设施、绿色发展等领域加强合作。
ChinarecentlyhostedtheBRICSSummitandtheHigh-levelDialogueonGlobalDevelopment, whichproducedbroadconsensusonsupportingmultilateralismandimplementingthe 2030 AgendaforSustainableDevelopment. Committedtothevisionofacommunitywithasharedfutureformankind, wewillactivelyfollowupontheGlobalDevelopmentInitiative?(GDI)?andGlobalSecurityInitiative (GSI) putforthbyPresidentXiJinping, stronglysupportIndonesia'sG20 Presidency,?andworkwithallpartiesforaworldofpeace, developmentandwin-wincooperation.
中国不久前举行了金砖国家领导人会晤和全球发展高层对话会，与各方就支持多边主义、落实2030年可持续发展议程达成广泛共识。我们将继续秉持人类命运共同体理念，积极落实习近平主席提出的全球发展倡议和全球安全倡议，坚定支持印尼作为二十国集团主席国的工作，与各方携手建设和平、发展、合作、共赢的世界。
