Exceptionalchildrenaredifferentinsomesignificantwayfromothersofthesameage. Forthesechildrentodeveloptotheirfulladultpotential, theireducationmustbeadaptedtothosedifferences.
Althoughwefocusontheneedsofexceptionalchildren, wefindourselvesdescribingtheirenvironmentaswell. Whiletheleadingactoronthestagecapturesourattention, weareawareoftheimportanceofthesupportingplayersandthesceneryoftheplayitself. Boththefamilyandthesocietyinwhichexceptionalchildrenliveareoftenthekeytotheirgrowthanddevelopment. Anditisinthepublicschoolsthatwefindthefullexpressionofsociety'sunderstanding — theknowledge, hopes, andfearsthatarepassedontothenextgeneration.
Educationinanysocietyisamirrorofthatsociety. Inthatmirrorwecanseethestrengths, theweaknesses, thehopes, theprejudices, andthecentralvaluesofthecultureitself. Thegreatinterestinexceptionalchildrenshowninpubliceducationoverthepastthreedecadesindicatesthestrongfeelinginoursocietythatallcitizens, whatevertheirspecialconditions, deservetheopportunitytofullydeveloptheircapabilities.
"Allmenarecreatedequal." We'vehearditmanytimes, butitstillhasimportantmeaningforeducationinademocraticsociety. Althoughthephrasewasusedbythiscountry'sfounderstodenoteequalitybeforethelaw, ithasalsobeeninterpretedtomeanequalityofopportunity. Thatconceptimplieseducationalopportunityforallchildren — therightofeachchildtoreceivehelpinlearningtothelimitsofhisorhercapacity, whetherthatcapacitybesmallorgreat. Recentcourtdecisionshaveconfirmedtherightofallchildren — disabledornot — toanappropriateeducation, andhaveorderedthatpublicschoolstakethenecessarystepstoprovidethateducation. Inresponse, schoolsaremodifyingtheirprograms, adaptinginstructiontochildrenwhoareexceptional, tothosewhocannotprofitsubstantiallyfromregularprograms.
