      Obama: ANuclear-armedNorthKoreaPosesAGraveThreattotheWorld
      U.S. PresidentBarackObamasaidonTuesdaythatanuclear-armedNorthKoreaposesa "gravethreat" totheworld.

      SpeakingatajointnewsconferenceintheWhiteHousewithSouthKoreanPresidentLeeMyung-bak, ObamavowedtoendacycleofallowingPyongyangtocreateacrisisandthenberewardedwithincentivestobackdown.

      "There'sbeenapatterninthepastwhereNorthKoreabehavesinabelligerentfashionandifitwaitslongenoughisthenrewardedwithfoodstuffsandfuelandconcessionaryloansandawholerangeofbenefitsandIthinkthat'sthepatternthatthey'vecometoexpect. Themessagewearesending, andwhenIsaywe, notjusttheUnitedStatesandtheRepublicofKorea, butIthinktheinternationalcommunityis - wearegoingtobreakthatpattern."

      BothObamaandLeeMyung-bakreaffirmedtheircommitmenttothecompletedenuclearizationoftheKoreanpeninsula.

      LeesaidtheinternationalcommunitywouldnotrespondtoNorthKoreanprovocations, suchasadditionalundergroundnucleartests, byofferingfinancialincentives.

      "AsreiteratedbyPresidentObamaweagreedthatundernocircumstancearewegoingtoallowNorthKoreatopossessnuclearweapons. WealsoagreedtorobustlyimplementUnitedNationsSecurityCouncilResolution 1874 andofcourseallpartieswillfaithfullytakepartinimplementingthisresolution."

      Leeaddedthathiscountry, alongwiththeUnitedStates, Japan, ChinaandRussia, wouldseeknewmeasuresdesignedtocompelNorthKoreatodismantleitsnuclearweaponsprogram.
