      "Againstthebackgroundofdeeprestructuringandtherecessionofinternationaldemandsoftheworldeconomy, Chinafaceshugepressureasitsgrowthmodelandindustrialstructureheavilydependonforeigntrade. Inaddition, itssocialdevelopmentstilllagsbehindeconomicadvancement, particularlywithrespecttotheaspectsthatconcernthebasicinterestsofthepublicsuchaseducation, medicalcare, housing, incomedistributionandsocialsecurity."

      CommentinguponthedraftofChina'snextfive-yearplanthatwillcovertheyears 2011 to 2015, XusaystheChinesegovernmentwillcontinuesomeexistingfavorablepolicies. Healsosaystheexpansionofdomesticconsumptionishighontheagenda.

      "Duringthenextfive-yearperiod, wewillmaketheexpansionofconsumptionwithinChinaastrategicprincipleforlong-termandstableeconomicprogress. Theinternalpowerforstructuraloptimizationandupgradingmainlyreliesonself-innovation."

      Xusaysthenewplanhighlightssomeotherissues, includingthecoordinateddevelopmentofruralandurbanareas, socialimprovementsandthestrengtheningofresourceconservationandenvironmentalprotection.

      LawrenceGreenwood, Jr., Vice-PresidentoftheAsianDevelopmentBank, firmlyechoestheChineseofficials'policiesindraftingthenewplan.

      HesaysheexpectsgreatchangesinChina'seconomicmodelinthenextfive-yearplan, sayingpolicespromotingthequalityofgrowthareessential.

      "The 12thFive-YearPlanpresentsauniqueopportunitytoaddresslingeringstructuraleconomicstrengthandtoallocateresources, ultimatelyensuringthatrichandpoorpeopleacrosstheregionsofChinawillachievebalancedeconomicdevelopmentinthenext 10 to 15 years. Chinawillberankedasanupper-middle-incomecountryifitseconomycontinuestogrowatthecurrentpace."

      Statisticsindicatethatfixed-assetinvestmentinChinaincreasedbymorethan 30 percentin 2009 comparedwiththesameperiodtheyearbefore. Thevolumeofconsumerretailingalsogrewdramatically.

      ThetwoelementssubstantiallyoffsetthenegativeimpactofdecliningexportsonChina'seconomyandpushedthecountry'sGDPto 8.5 percentlastyear.
