BRUSSELS, Jan. 5 -- Onceoneofthemostprivilegedrelationships, thetiesbetweenEuropeandtheUnitedStatessawaturbulent 2017 withtheelectionofDonaldTrumpasU.S. president.
QuestionsremainastohowtheEurope-U.S. relationshipwillbeabletofunctionin 2018, andtowhatdegreeEuropeanleaderscanadapttothechangesinordertobeself-sufficient, whileretaininghopethatdifferencescanberepaired.
TRANSATLANTICDISAGREEMENT
WhenTrumpwasinauguratedonJan. 20, 2017, Europeanobserversanticipatedchangesintransatlanticrelations, butperhapsnotthedegreeofdisruptionthatwouldfollow. EuropeanditsAmericanpartnerhavedisagreedonavarietyoffundamentalissuessuchasmilitaryengagement, internationaltradeandclimatechangepolicy.
ItbeganevenpriortoTrump'sinauguration, wheninearlyJanuary 2017 thethen-president-electsharplycriticizedNATO, callingit "obsolete" andclaimingEuropeanpartnerswerenotpayingtheirfairshare.
"23 ofthe 28 membernationsarestillnotpayingwhattheyshouldbepayingandwhattheyaresupposedtobepaying," TrumpsaidinMay 2017 ontheoccasionofhismaidensummitwithNATO, addingthattheyowe "massiveamounts" andhintingthattheUnitedStatesmaynothonortheorganization'smutualdefenseclauseifdefensespendingdidn'tincreaseamongallies.
Tradewasanissueaswell. TrumpslammedGermanyformaintaininga "massivetradedeficit" withtheUnitedStates, sayingitwas "verybad" andpromisedthingswouldchange.
