(4) Inrecentyears, however, peoplehavebeguntobecomeawarethatcitiesarealsoareaswherethereisaconcentrationofproblems. WhathashappenedtothemodernAmericancity? Actually, theproblemisnotsuchanewone. Longbeforethiscenturystarted, therehadbegunatrendtowardtheconcentrationofthepooroftheAmericansocietyintothecities. Eachgreatwaveofimmigrationfromabroadandfromtheruralareasmadetheproblemworse. Duringthiscentury, therehasalsobeenthedevelopmentoflargesuburbanareassurroundingthecities, fortherichprefertoliveintheseareas. Withinthecities, sectionsmaybesharplydividedintohighandlowrentdistricts, the “rightsideoftown”andtheslums.
